First of all you should install PayPal Billing plugin by following the instructions here

Then go to Plugins > Installed Plugins page.

Find the PayPal Billing plugin, move mouse cursor over it and click the Settings button.

Enter your email address (your PayPal account email) to the Merchant business ID field. ¹⁾

Click Save.

Please note that PayPal Billing plugin requires IPN to be set, otherwise your site will not be able to “exchange” data with PayPal, and as a result no payments will be received.

To set the IPN, log in to your PayPal Account at https://www.paypal.com/

Go to Profile > My selling preferences > Instant Payment Notification » click Update

The IPN URL should be:

http://[your_site_URL]/billing-paypal/order/notify ²⁾

If you want to test the payments through Paypal, check the Sandbox mode box.
